Why Empty Replacement Pods Became the Fastest-Growing Product in Vape Wholesale

E-cigarettes (Vapes)

Something shifted in the vape wholesale market over the past 12 months, faster than most people expected.

Empty replacement pods — not devices, not e-liquid, just the cartridge that clicks into a pod system — became the most requested category in our order pipeline. Ahead of disposables. Ahead of custom-branded devices. Ahead of bottled liquid.

That was worth understanding. The answer turned out to be three forces arriving at once: regulation removing a format, arithmetic favoring the consumable, and a change in how buyers structure their ranges.

The Disposable Ban Effect

Disposable rules now differ market by market, and the direction is one-way. The UK banned the sale of single-use vapes on 1 June 2025. France and Belgium have both moved against the format. Several other EU member states are at various stages of the same process, and the EU battery regulation adds a separate structural deadline in February 2027. Confirm the current position for each destination before you commit stock — this file moves quickly.

The commercial consequence is simple. Consumers who used to buy a disposable every week now buy one rechargeable device and keep buying pods. The device lasts months or years. The pod lasts days.

One consumer, one device, then 50 to 100 replacement pods a year.

For a wholesaler that changes the shape of the business. Devices are a one-time sale. Pods are recurring revenue. The margin lives in the consumable, not the hardware.

Which is why the question from UK distributors has been the same one for three months running: can you supply empty pods, how fast, and how many.

Why “Empty” Specifically

The distinction between filled and unfilled changes both the regulatory path and the logistics.

A pre-filled pod contains e-liquid, so it sits under tobacco product rules in most markets — EU-CEG notification in the EU, MHRA under TRPR in the UK, national rules elsewhere. Nicotine limits, health warnings, child-resistant packaging, and a notification process before anything can be placed on the market.

An empty pod ships without liquid. It is a replacement part.

In most frameworks that puts empty pods under a lighter set of requirements than pre-filled product. They hold no controlled substance and are not a tobacco product.

What that means for a wholesale buyer:

  • Simpler customs clearance
  • Fewer labeling and packaging requirements
  • No nicotine-related storage or handling restrictions
  • Lower compliance cost per SKU

Lighter is not the same as exempt. Empty pods still have to meet product safety requirements — CE marking, RoHS, and any device-specific electrical standards. The empty vape pods sourcing guide covers which documents to demand before goods move.

Who Is Buying Empty Pods Right Now

Across the enquiries and orders we processed over the past year, four buyer types account for nearly all of the volume.

Vape Shop Owners

The most frequent buyers. Their customers buy a pod device once, then return every week or two for pods. Shop owners need supply that does not run dry between reorders.

Order pattern: small to medium, frequent, and loyal once a supplier proves reliable.

Regional Distributors

Supplying networks of shops across a city, region, or country. Larger quantities, and batch-to-batch consistency matters more to them than to anyone else, because a variation shows up across every shop at once.

Order pattern: monthly or bi-monthly, with documentation and packaging consistency as hard requirements.

Online Retailers

E-commerce operators selling accessories through their own sites or marketplaces. Margin gets squeezed by shipping and platform fees, so landed cost decides everything.

Order pattern: a small test order first, then rapid scaling if it sells.

Pod System Brand Owners

Brands selling their own pod devices need compatible replacement pods behind them. Some tool their own; most source from a manufacturer. Private-label pods — the brand’s own artwork on the pod and the pack — are the fastest-growing part of this group.

Order pattern: OEM runs, longer lead time for branded components, better margin at the other end.

What This Means for Your Range

The demand signal is clear enough to plan around, but two decisions sit underneath it, and both have their own guide.

Which pod format and coil to stock. Coil type, capacity, and device compatibility drive return rates more than price does. The full comparison sits in our empty vape cartridge buyer’s guide.

How to source and what to demand in writing. Documentation, lead-time verification, and the order-to-shelf sequence are covered in the empty vape pods wholesale sourcing guide.

One thing worth settling early either way: ready stock or custom. Stock gets you selling now in generic packaging. A custom run puts your artwork on every unit and takes longer. Most brands we work with start with stock, prove the demand over three to six months, then move to their own branding once the reorder pattern is established.

Where the Demand Sits by Region

EU and UK

Pod capacity in the TPD Article 20 format is 2ml. Where a pod is designed for use with nicotine liquid and sold as part of a vaping system, that limit generally governs what you can stock. Plan around 2ml for these markets.

Gulf States

No 2ml constraint. Demand runs toward larger 3ml and 5ml pods and higher-capacity devices, built to the standards of the destination market. Growing quickly.

Southeast Asia

High volume, tight on price. Compatible generic pods move well, and availability beats differentiation.
