Why Empty Replacement Pods Are the Fastest-Growing Product in the Vape Wholesale Market Right Now
E-cigarettes (Vapes)
Something shifted in the vape wholesale market over the past 12 months, and it happened faster than most people expected.
Empty replacement pods — not devices, not e-liquids, just the little cartridge you click into a pod system — became the single most requested product category in our order pipeline. More than disposables. More than custom-branded devices. More than bottled e-liquid.
That caught my attention. So I started digging into why, and the answer turned out to be a combination of regulatory pressure, economic logic, and a fundamental change in how consumers are buying vape products.
Here’s what’s actually happening.
The Disposable Ban Effect
The UK government confirmed that single-use disposable vapes will be banned starting June 2025. France, Germany, Belgium, and several other EU countries are either implementing similar bans or actively drafting legislation.
This isn’t speculation anymore. It’s law.
The practical consequence is straightforward: millions of consumers who currently buy disposable vapes will need to switch to rechargeable pod systems. A rechargeable device lasts months or years. But the pod — the replaceable cartridge that holds the e-liquid and contains the coil — needs to be replaced every few days.
One consumer who previously bought one disposable per week now needs one device and maybe 50-100 replacement pods per year.
For wholesalers and retailers, the math is obvious. Devices are a one-time sale. Pods are recurring revenue. The real money is in the consumable, not the hardware.
That’s why every distributor I’ve talked to in the UK over the past three months has been asking the same question: “Can you supply empty pods? How fast? How many?”
Why “Empty” Pods Specifically?
There’s an important distinction that matters for both regulatory compliance and business logistics.
A pre-filled pod contains e-liquid. That means it falls under tobacco product regulations in most markets — TPD in the EU, MHRA notification in the UK, various national rules elsewhere. It needs to meet nicotine concentration limits, carry health warnings, have child-resistant packaging, and go through product notification processes.
An empty pod is sold without any e-liquid. It’s a replacement part. An accessory. A piece of hardware.
In most regulatory frameworks, empty pods face significantly fewer restrictions than pre-filled products. They don’t contain a controlled substance. They’re not a tobacco product. They’re closer in regulatory terms to a phone case or a printer cartridge than to a pack of cigarettes.
What this means for wholesale buyers:
- Easier to import and clear customs
- Fewer labeling and packaging requirements
- No nicotine-related restrictions on storage and handling
- Simpler logistics overall
- Lower compliance cost
That doesn’t mean empty pods are completely unregulated — they still need to meet basic product safety standards (CE marking, RoHS compliance, etc.) and any device-specific safety requirements. But the regulatory burden is substantially lighter than pre-filled products.
Who’s Buying Empty Pods Right Now?
Based on the inquiries and orders we’ve processed over the past year, the buyer profile breaks down like this:
Vape Shop Owners
Independent vape shop owners are the most frequent buyers of empty replacement pods. Their customers walk in, buy a pod device once, and come back every week or two for replacement pods. Shop owners need consistent supply at competitive wholesale prices.
Order pattern: small to medium orders (100-1,000 packs), frequent reorders, price-sensitive but loyal once they find a reliable supplier.
Composition of E-Liquid and Aerosol
Regional Distributors
Distributors who supply networks of vape shops across a city, region, or country. They order in larger quantities and need consistent quality across batches.
Order pattern: medium to large orders (5,000-50,000+ units), monthly or bi-monthly, require compliance documentation and consistent packaging.
Online Retailers
E-commerce operators selling vape accessories through their own websites or marketplaces. They need competitive pricing to maintain margins after shipping and platform fees.
Order pattern: varies widely, often start with small test orders and scale quickly if the product sells.
Pod System Brand Owners
Brands that sell their own pod devices need a supply of compatible replacement pods. Some manufacture their own; others source from OEM factories like us. Private-label pods — empty pods packaged with the brand’s own branding — are a growing segment.
Order pattern: OEM/ODM orders, larger MOQ, longer lead time for custom branding, but higher margins and brand exclusivity.
CBD and Extract Companies
Companies in the CBD, hemp, and botanical extract space need 510-thread empty cartridges to fill with their own oils. This is a distinct sub-category but a significant one — the CBD vape market runs almost entirely on 510 empty cartridges.
Order pattern: steady and predictable, often large volume, ceramic coil strongly preferred for extract compatibility.
What to Look for in a Pod Supplier
Not all empty pods are the same. The difference between a good pod and a bad pod is the difference between a customer who comes back and a customer who doesn’t. Here’s what matters:
Coil Quality
The coil is the heart of the pod. Two options dominate the market:
Mesh coil: Best overall flavor, even heat distribution, dense vapor. The standard choice for nicotine e-liquid pods. Most consumers now expect mesh coil performance — anything less feels outdated.
Ceramic coil: Cleanest vapor, longest lifespan, no metallic taste. The preferred choice for CBD oil and botanical extract cartridges. Also good for users who prioritize purity over cloud production.
A quality supplier should offer both options and be able to recommend the right coil type for your target market and use case.
Leak Resistance
Leaking pods destroy customer trust instantly. The pod soaks through packaging, stains pockets, wastes e-liquid, and makes your brand look cheap.
Quality pods use double silicone seals at the base and around the fill port. The mouthpiece should have condensation management — a small chamber or channel that catches excess moisture before it reaches the user’s mouth.
Ask your supplier about their leak testing process. Every pod should be pressure-tested before packaging.
Material Safety
The pod body should be made from food-grade PCTG or similar approved plastic. For 510 cartridges, borosilicate glass tanks are the standard — glass doesn’t react with terpenes or extract compounds the way some plastics can.
All materials should be RoHS compliant (free from lead, mercury, cadmium, and other restricted substances).
Compatibility Accuracy
“Compatible with Device X” means nothing if the pod doesn’t actually fit properly. Magnetic alignment should be precise. Electrical contacts should connect reliably. The pod shouldn’t wobble, sit too loose, or require force to insert.
Good manufacturers test compatibility with actual devices, not just dimensional drawings. Ask for a sample and test it yourself in the actual device before committing to a bulk order.
Consistency
This is what separates factory-direct suppliers from trading companies reselling whatever they can find. When you reorder the same pod six months from now, it should be identical to your first order — same coil resistance, same draw tightness, same build quality.
Consistency comes from controlled manufacturing processes, documented specifications, and proper quality management. Ask your supplier about their QC process and whether they can provide batch-level inspection reports.
Ready Stock vs. Custom OEM: Which Path Is Right for You?
Ready Stock (Wholesale)
Best for: vape shops, small distributors, anyone who needs product immediately.
- Products already manufactured and in inventory
- Generic or unbranded packaging
- Low MOQ (sometimes as low as 100 units)
- Ships within 48 hours
- No customization — you get what’s available
- Lower per-unit price for standard products
Custom OEM (Private Label)
Best for: brands, larger distributors, anyone who wants their own branding.
- Pods manufactured with your logo, packaging, and specifications
- Custom coil resistance, pod color, mouthpiece design
- Higher MOQ (typically 5,000+ units)
- Lead time of 20-45 days
- Your brand on every unit
- Exclusivity in your market
Our Recommendation
If you’re testing the market or need product fast, start with ready stock. Once you have consistent sales volume and know which products your customers prefer, transition to OEM for better margins and brand building.
Many of our clients started with wholesale orders and moved to private-label within 3-6 months once they proved the demand.
Market-Specific Considerations
EU and UK (TPD Markets)
Pod capacity is capped at 2ml. Even though empty pods don’t contain nicotine, if the pod is designed for use with nicotine-containing e-liquid and is sold as part of a vaping system, the 2ml limit generally applies. Stock 2ml pods for these markets.
Middle East
No TPD-style capacity restrictions. Demand is strong for larger 3ml and 5ml pods. Consumers prefer high-puff-count devices with bigger pods. The market is growing rapidly.
Southeast Asia
High volume, price-sensitive. Demand is enormous but competition on price is intense. Generic compatible pods sell well. Brand differentiation is less important than price and availability.
North America (510 Cartridges)
The CBD and cannabis extract market drives most 510 cartridge demand. Ceramic coil is strongly preferred. Glass tanks are standard. Compliance requirements vary by state for cannabis products but empty cartridges (without any extract) generally face minimal restrictions.
